Incident Description
Between June 1, 2013, and May 31, 2014, Andrew Harris, AKA Bobby Eric Smith, AKA “Jamaican Rick” was under investigation for leading an illegal enterprise involved in a pattern of corrupt activity involving Trafficking in Persons (Human Trafficking). Jamaican Rick and associates promoted prostitution utilizing the website “Backpage.” Jamaican Rick compelled women to commit commercial sex acts through extreme violence and the exploitation of their heroin addictions. In one incident, a female was tortured with a blow torch after refusing to perform numerous sex acts.
